Special Recognition Award

Thomas H. Painter, Ph.D.

In recognition of more than two decades of transformative contributions to understanding and quantifying western U.S. snowpacks as both water resources and flood hazards — particularly in California — Thomas H. Painter, Ph.D. has fundamentally advanced the tools available to water and hazard managers. By introducing innovative technologies and bringing them into widespread operational use, his work has expanded forecasting and decision-making capabilities in ways scarcely imaginable a generation ago.

Dr. Painter first gained prominence in the early 2000s with pioneering studies demonstrating the critical role of dust-on-snow in shaping the timing, rate, and magnitude of snowmelt runoff across the western United States, and its implications for downstream flooding. While at NASA's Jet Propulsion Laboratory, his efforts led to development of the Western Water Applications Office and, notably, the Airborne Snow Observatory (ASO) — an integrated system combining imaging spectroscopy and lidar to produce the first comprehensive, basin-scale, near real-time maps of snow water equivalent and snow properties. Through close collaboration with water agencies, ASO demonstrated its utility across major Sierra Nevada river basins and throughout the western United States, as well as internationally.

Following the successful NASA demonstration program, Dr. Painter founded Airborne Snow Observatories, Inc., enabling broader operational deployment of these capabilities. The importance of this work was vividly demonstrated during the extraordinary winter of 2023, when record Sierra Nevada snowpacks-among the largest in the observational record-posed exceptional flood-management challenges. ASO observations provided accurate and comprehensive estimates of snow water storage, directly informing critical management decisions during a period of extreme hydrologic risk.

In an era of intensifying hydroclimatic extremes, Dr. Painter's leadership in developing and implementing new approaches to snowpack measurement has had lasting and far-reaching impacts on water management and flood preparedness. The CEPSYM community is honored to recognize his exceptional contributions and sustained influence on science and practice with this award presented on July 16, 2026.
